In Asia Pacific Region, there are some 40 CAAs or ANSPs providing ANS for some 50 flight information regions spreading across different countries and areas with air traffic levels ranging from the world's busiest city pairs to some low density oceanic routes. Among them, there are different cultures, political systems and diversified economies from the less developed to the highly developed countries in the world, resulting in different levels of capabilities and resources. Each state has its own priorities and regulation on how ANS should be provided and regulated. Unlike in Europe, there is no centralized regulatory/governing body for APAC states in civil aviation.

ANS fragmentation is a well-known critical challenge in this region. Flights could experience different levels of ANS as they cross boundaries, and pilots will need to change/adapt each time as they reach different airspace. Not only their workload could be increased, but also safety could be compromised as human errors might be induced as a result of frequent changes due to fragmentation. With innovation and technologies, it is a good opportunity to implement and invest on them to enhance safety and sustain operations. This panel will provide insights into how innovation and technologies could enhance air navigation with an aim to better managing the fragmentation for building a seamless sky.

Airport operations are a key component for supporting seamless ANS, especially in regard to airport infrastructure and operational efficiencies. A saving in aircraft flight time can easily be eroded by lack of airport infrastructure and poor integration with ANS. The collaboration among various stakeholders using the airport is important to ensure that airport operations, facilities and equipment are suitable for all aircraft operators. Airport operators require the ANS, airport and aircraft operations to be cohesive and interoperable. This includes not only the airport movement areas but the terminal and ancillary services, including baggage/cargo handling and passenger facilitation. With innovation and technologies, it is a good opportunity to implement and invest on them to enhance safety and sustain operations. This panel will provide insights into how innovation could enhance airport operations with an aim of building a seamless sky.

Expert Panel 3: Capacity Building for Civil Aviation Workforce

In civil aviation, safety is our highest priority and there is little, if not nil, tolerance for uncertainty. But along the journey for innovation, at some stage, uncertainty is not absolutely avoidable. Our Next Generation of Aviation Professionals (NGAP) are trained to achieve a high level of predictability on what will happen next. But such training may not be conducive to innovation. Besides, the pandemic has brought uncertainty into aviation sector causing some NGAP to have left the field. Although innovation and technologies might bridge some gaps, attracting young people into aviation sector, developing them into NGAP and retaining them are prime tasks from capacity building perspective. It is a good opportunity to implement and invest on capacity building to enhance safety and sustain operations. This panel will provide insights into capacity building for NGAP and how to develop training and educational programs to better prepare NGAP to cope with the increasing innovation and digitalization into aviation sector nowadays.
